preprocessor ftp_telnet: global \
                        inspection_type stateful \
                        encrypted_traffic yes \
                        check_encrypted

You can only have a single global configuration, you'll get an error if you try otherwise. The FTP/Telnet global configuration must appear before the other three areas of configuration.
