Unable to get new rules with Oinkmaster

Changed the url in Oinkmaster per the instructions here but now I get an error when trying to pull down new rules.
This is what I get:
Downloading file from http://www.snort.org/pub-bin/oinkmaster.cgi/af4f37dadde0130f40a16131bfb79816361f4b2c/snortrules-snapshot-2.3.tar.gz...
D:\win-ids\oinkmaster-1.1\oinkmaster.pl: Error: could not download file: 500 Can't connect to www.snort.org:80 (connect: Unknown error
Any help would be appreciated.
